Theme: Sustainable Economic Growth through 
Community-Based Inclusive Development

The 4th Asia-Pacific Community-Based Inclusive Development (CBID) Congress 2019 will be held on 2nd and 3rd of July 2019 in Ulaanbaatar, Mongolia. The Congress will be the regional platform to exchange lessons learned and good practices on the economic empowerment of persons with disabilities in order to break the cycle of poverty towards sustainable social development and economic growth through CBID. It is also meant to strengthen collaboration among representatives from governments, leaders with disabilities, Disabled Peoples’ Organizations (DPOs), Civil Society Organizations (CSOs), International Non-Government Organizations (INGOs), youth groups and service providers from Asia-Pacific countries.

The Congress venue, in the capital city of Ulaanbaatar, will highlight Mongolia, often admired and considered as one of the most beautiful countries in the world, with warm and kind people.

Around 600 participants from Asia-Pacific and around the world, who have committed to and are practicing CBID, will attend the Congress.

The Congress will be organized by the Government of Mongolia, through the Ministry of Labour and Social Protection, and CBR Asia-Pacific Network in collaboration with JICA/DPUB, Asia-Pacific Development Center on Disability (APCD), Leonard Cheshire Disability, CBM International, Italian Association Amici di Raoul Follereau (AIFO), UNESCAP and other partners.

About Congress name: It was understood that the previous congresses were called “Asia-Pacific Community-Based Rehabilitation (CBR) Congress”. In recent years, CBR has evolved into CBID which adheres to the key description in the WHO-UNESCO-ILO-IDDC CBR Guidelines, as being an approach to achieve CBID. Furthermore, CBID terminology, as expressed in the CBR Guidelines, strengthens the approach as being an development approach, rooted in the disability inclusive development framework.  The organizer agrees to change the name of the congress to be “4th Asia-Pacific Community-Based Inclusive Development (CBID) Congress”.    .    

Background Information: 
   + CBR World Congress

     • The first CBR congress was held in Agra, India in 2012.

     • The second CBR Congress was held in Kuala Lumpur, Malaysia in 2016.

   + Asia- Pacific CBR Congress

     • The first AP CBR Congress was held in Bangkok, Thailand in 2009.

     • The second AP CBR Congress was held in Manila, Philippines in 2011

     • The third AP CBR Congress was held in Tokyo, Japan in 2015.

   + CBR AP Network
           The Community-based Rehabilitation (CBR) Asia-Pacific (AP) Network, composed of more than 35 country members from Asia Pacific, was established in 2009. The Network is supported by APCD, which acts as its Secretariat. The Network, which has Executive Committee (EC) members and Regional Country (RC) representatives, strongly played a main role in facilitating, assisting and mobilizing resources in the 2nd and 3rd CBR Congress, and will be co-organizer of 4th CBR Congress in Ulaanbaatar, Mongolia.
